传格罗方德再控台积电不正当竞争 要求中国调查

日经新闻8日报道，全球第2大芯片代工制造商格罗方德已要求中国国家发展和改革委员会调查台积电是否违反独占禁止法（竞争法或称反垄断法），指控台积电采取不正当手段以让客户打消向其他业者下单的念头。

日经新闻报道称，多位消息人士接受采访时透露，格罗方德（GLOBALFOUNDRIES）通知国家发展和改革委员会，台积电采取不正当手段，让客户打消向其他业者下单的念头，警戒拥有50%以上市占率的台积电恐会将市场“整碗捧去”。

据消息人士透露，台积电已指派与北京当局关系友善的人选联系中国国家发展和改革委员会，以掌握更多与诉讼有关的信息。

格罗方德发言人避谈是否已向中国当局要求调查台积电，不过强调“若分析竞争对手以违法手段妨碍竞争的话、我们将适切地向监管机关进行申报，拥有独占地位的企业就需肩负特别的责任”。

台积电最高财务负责人(CFO)何丽梅向日经新闻表示，“台积电追求技术革新、进行合法的激烈竞争，完全未抵触独占禁止法。此种控诉在所有产业里都很常见，若有调查将全面配合”。

何丽梅去年10月曾表示，欧洲执委会确向台积电要求提供数据，台积电也完全配合。路透去年曾报道，格罗方德已向欧盟投诉，声称台积电不公平的使用忠诚度回扣、排他性条款、捆绑回扣，甚至是罚款的方法阻止用户转向竞争对手，影响格罗方德的竞争力。

据调查公司 TrendForce数据，2017年台积电于全球晶圆代工市场的市占率高达55.9%，市占率是排名第二位的格罗方德9.4%近6倍水准，其次分别为联电的8.5%、三星电子的7.7%和中芯国际（SMIC）的5.4%。
